Opening Remarks
New England Association of  Chiefs of Police 2009-10 President Peter P. Morency of the Berlin, New Hampshire Police Department presided over the 85th Annual Meeting of the Association held in South Burlington, Vermont between September 12th and 15th, 2010.
New President Assumes Office

The Honor Guard of the Middlebury, Vermont Police Department presented the colors during the opening of the Annual Meeting.

Reconition of the Outgoing President

Chief Trevor Whipple of the South Burlington Police Department and Chief Michael Schirling of the Burlington Police Department offered an official welcome to Chittenden County, Vermont.

The Host of the Conference's Remarks

Attorney Eric P. Daigle of Daigle Law Group, LLC, commenced the continuing career development portion of the Annual Meeting and spoke about “Tactical Operations & Liability Issues” from the perspective of risk management for police executives.

Awarding of Life Membership
Barry N. Feldman, Ph.D., Director of Psychiatry Services in Public Safety and Assistant Professor of Psychiatry at UMass Medical School contributed to the educational program with an empirical based, practical application discussion of “Police Suicide Prevention”.
Optimizing your Department's FTO
Chief Lianne Tuomey of the University of Vermont Police Services addressed her regional colleagues regarding a use of force research project being conducted by the IACP.
Legal Issues of Taser Devices (Training)
The development and operational capabilities of the “Law Enforcement National Data Exchange” (N-Dex) was presented by Colonel James Baker (ret.), Vermont State Police, who served as a consultant to the federally funded initiative.
Business Meeting Remakrs

In attendance during the career development sessions were (l-r) 2009-10 IACP Vice President at Large Patrick Foley, Chief of the Douglas, Massachusetts Police Department, Chief Richard Beary of the University of Central Florida Police Department, and 2009-10 IACP Vice President at Large Edmund Mosca, the retired Chief of Police of the Old Saybrook, Connecticut Police Department.  In October 2010 Chief Beary was elected 4th Vice President of the IACP at its Annual Meeting in Orlando, Florida.

Glocester, Rhode Island, 1st Vice President Robert Campbell, 2nd Vice President Kevin Hale, Ansonia, Connecticut, 3rd Vice President Sidney Wordell, Little Compton, Rhode Island, 4th Vice President Theodore Smith, Lincoln, New Hampshire, and Sergeant-at-Arms Trevor Whipple, South Burlington, Vermont.
Executive Director John D. Coyle administered the oath of office to the 2010-11 President of the New England Association of Chiefs of Police Thomas Hanley, Chief of Police, Middlebury, Vermont.
Chief Thomas Hanley delivered the Presidential Address at the Annual Banquet and spoke about invigorating the New England Association of Chiefs of Police through the introduction of innovative initiatives.
On behalf the membership of the New England Association of Chiefs of Police, 2010-11 President Thomas Hanley thanks Immediate Past President Peter Morency for his service and leadership.
In appreciation for his many years of dedicated service as a member of the Executive Board of the New England Association of Chiefs of Police, Chief Joseph Faughnan (ret.) of the Clinton, Connecticut was recognized by 2009-10 President Peter Morency.
The New England Association of Chiefs of Police acknowledged the work of Chief Edmund Mosca (ret.) of the Old Saybrook, Connecticut Police Department upon completion of his term of office as IACP Vice President at Large for which he was presented a memento by President Thomas Hanley.
